This web service contains the function to add the new Group.

  AddNewGroup Web service method to add new Group , that Receives RequestInfo class object who contains required information to assign ticket,In return it will send ResponseInfo class object which will tell whether an operation is successfull ,if not it will return errorCode and errorMessage.
